i believe its a func_dustcloud. its a brushed entity

what seetings would i have to put in to make it look like the ones in de_dust. becuase the original settings make it look like a smoke grenade went off.

change the color of the particles, the density or number of particles, size, and translucency.

depends on what effect you are going for. Try using less particles for a lighter looking cloud, and more transparency. Experiment, thats the best way to find what you are looking for.
