I've got some Angel Cop on tape. It's a really good anime.
It's dated, but good cyborg vs. psychic action.

There's no point in comparing it to newer animes.
Angel Cop is old.

No, it just appears in a few places. But usually its related to a certain situation and never really out of place. The series really isn't for the faint of heart though. For example Elfen Lied does have a fairly realistic portrayal of sexual child abuse. Not to mention all sorts of graphic violence against both adults and minors. And while all this goes on theres a good level of emotion making it all tick over.

The main critisism of Elfen Lied is that it does take a long time to get started. At the start it seems like the series is still deciding what its meant to be. But about the episode 5/6 mark the dark overtones start kicking in. And from then on its a mix of Violence, emotion and mental illness.
