I have no doubt that your correct, what really is a concern is if those people are in a position to act on that. The people who have the ability to act on even a normal or sane plan let alone a deranged one is a person or people with power and money, you cannot obtain weapons of any kind or weapons of mass destruction without currency.
It is a matter of fact that if you trace the source of monetary funding you reach the benefactors, they are of more importance than any terrorist organisation as they facilitate the means for them to carry out significant damage.
