I thought "voice" meant you were allowed to talk (meaning send text) in a moderated channel.

Whenever I type anything into the channel, the I get an error message in the log saying ""Cannot send to channel"

Well, you are either typing in colors which you can't do, so it could be a problem with the IRC client you use, so either that or for some reason you were muted

So what does +v actually do?

+v gives voice which allows people to speak in a moderated channel.

Occasionally, the channel will need moderating for short periods, and then those people opped or voiced can talk. It's generally seen as a sign of minor status.
