I think that it's more a part of the whole "paedo-terrorists" craze, combined with completely prudish, retarded politicians. Problematically with laws like this, it's very difficult for an influential person to stand up against them - a prominent government member would be doing themselves harm if they chose to defend the right of others to look at, say, cub porn.
