background check

Hey, guys, I need you to ask this time, what's the best way to do a background check ? We have been contacted by a web-master (wich we are in need) , but his story seems kind of wild, and to me, it looks like a scam :

I am Matt xxxx and I was wondering if you still needed a webmaster for
your HL2 team?

I am looking for some work to build up my portfolio because I have just
recently lost a lot of my work on an old HDD. I don't really have any previous
work to show you because of this, but if you give me a chance I am pretty sure
I can prove my value to you.

I have been making website for about 5 years now (on and off) and have a very
good understanding of HTML, XHTML, CSS and ASP as well as some knowlege of
javascript.

Any ideas ?
