Bandwith restricting program

Is there any program that will restrict the download speed that you download with? Since if anyones using the other comp to play with and I want to dl something with this one i'd like to dl at say 30 or 40 kb/s, as not to use up my entire bandwith.... is there such a program existing?

I know Gozilla has always had the ability to throttle your download, and I believe the much superior Getright has that too.

I think if someone else uses the computer the bandwith is split in 2 and u both get that designated amount. Im probbaly wrong though
