Yep that's probably the best X800 pro for the price they have, only $25 extra for the VIVO version, I would normally recommend the 6800GT over the X800 pro but there's a good chance of flashing so go for it. I dunno if they have a water cooling block, but you shouldn't need one. Here's what you should use to cool it once it's flashed:

i know, i just want cool looking tubes that glow green or something
 
If you're interested in a water cooling system, you might want to take a look at Koolance's Exos system. It's basically the water cooling unit extracted from their cases, all put into a nice little package that sits on top of or near your case. The unit itself will run you $180-200, and you'll have to buy water blocks seperate. I'm using the Exos along with a CPU300 block on an Athlon 64 3200+, and a 180W waterblock on my X800 Pro. They both work like a dream, and the whole setup (Exos unit included) set me back about $300 total. Considering the price of the video card itself, that seems like a reasonable pricetag. And of course, all from Newegg.

Oh, and as for green glowing stuff, the coolant I get (directly from Koolance.com) is usually a green-blue, or just plain green. Doesn't glow on it's own, but reacts pretty well to cold cathodes and LED fans.
