Even though a lot of us have seen the PC Gamer issue, and it was announced in financial reports a while ago, here is the official announcement.

Wooteh!!

Call of Duty 2’s new engine and A.I. technology set the stage for authentic squad combat and astonishing action. Concealment can be key as battlefield smoke or even deployed smoke grenades cloud visibility. Weather effects such as the dusty sandstorms of North Africa and whiteout blizzard conditions of Russia, for example, will keep soldiers glued to their bunkers. The team has also employed a state-of-the-art Battle Chatter System that brings the action to life as squad-mates bark out context-sensitive updates in real-time to players through an advanced A.I. system.

Big article on in PC Zone - some of the stuff mentioned in it

- Next gen engine and animations
- New North Africa campaign -> You play as a British soldier as well as a Scottish tank commander :)
- In Africa - huge tank battles, instead of 4v4 it's actually 40 vs 20 :O, massive battlefields with very long draw distances
- Opened up levels - not as linear
- You can choose what objectives to do, taking different routes, authentic tactics
- You can choose what campaign to start, or alternatively you can play all the campaigns in chronological order from 1941-45
- Much better AI, they try to attack and flank you like you do to them, rather than sitting like dummies
- "Battle-chat" features for both sides -> 700 context sensitive phrases e.g. - sniper, right second floor window
- Useable vehicles in levels
- Real time lighting and weather effects
- Apparently over 60 vehicles??

Well that's all I can be bothered to type :)

fantastic,i hear they have a new d-day mission too,im more interested in the russian canpaign though

Yeah there's more stuff as well, erm..

- American campaign, you play as a ranger - you land on the beaches on d-day. It'll be good to see how it fares against MoH's one :)
- Russian campaign you play some lowly grunt again, fighting in Moscow or something, and different takes on Stalingrad (I think you'll be defending this time rather than taking it back like the first one)

I really want them to do a German campaign. Obviously not the SS or anyone but just give a fresh look, Americans/British/Russians have been done before. Like the first CoD, they considered doing it but in the end didn't bother :(
