China may be headed for a whitelist internet

Is it that a "blacklist" blocks everything that's on it. While a "whitelist" blocks everything except what is on the list?

Basically:

Only content pre-approved by government would be seen by people in China meaning most of the Internet would remain effectively offline. The whitelist system would be handled by the Ministry of Industry and Information Technology (MIIT) working closely with domain registrars. If you register a domain and want people to see it in China then you need the MIIT stamp of approval. It is also expected to be the case that foreign websites will require this approval giving China total control over what its people will see on the Internet. Filtering software will no longer be required.
 
The Chinese government remarkably have managed to upto an extent successfully censor their internet. Which is in itself impressive and disturbing.

I'd second the disturbing bit. I was reading earlier on today about how they managed to sabotage Copenhagen through inaction and effectively lay the blame at Obamas feet as far as the broad media was concerned. I don't think that they've much interest in doing more than emerging as the new world superpower at present (which tbh they are undoubtedly going to become), and certainly zero interest in larger global issues. I wonder how this white list will work. Will it be DNS based or will it block IP addresses not on the whitelist? If its an IP block the people are ****ed, if they are just blocking DNS addresses a simple proxy can be used to get around their filters.
 
ya but this is china. a robust security system might not be necessary
