why does the citidel have "tenticles" that move around the earth? What do they do?

Theyre pistons, and to be perfectly i have no idea, most likley taking resources.

I think that that was really awesome on that level...
With the huge thumper things pounding the ground and the noise pounding in my ears... it was beautiful

The piston things on Coast are called Poomers or Thumpers, and if you've seen\played Dune, they have almost the same function, except opposite. They basically keep the Antlions away, if you couldn't tell.

The moving walls around C17 that almost kill you a few times are basically resource collectors. Whenever the Combine needs more resources, the Wall moves and crunches up some more material, and trasports it back to the Citadel for processing.
