(We heard one of the nearby people refer to "City 14" at one point, which only opens up more possibilities of the plot).

what could that possibly be? another level in the game? I thought it all took place in city 17? maybe it's one of the expansions or a future half-life episode like Alyx's backstory
 
Sounds like some kind of thing from Judge Dredd, where all cities have numbers, not names.
 
maybe there are lots of these occupied cities, City 28 City 2 City 14 City 17

etc etc
 
but will they all be playable? in the near future? Valve could have endless "take back the earth" expansion packs...the possibilities are endless!
 
I think the combine set up city's for the people of earth that want to believe in propeganda dr breen spreads around the city's. I assume he is some sort of "ambassador" that will lead the people of earth into the hands of the combine as if that is a good thing :)
 
HEY MAYBE WHEN THE ALIENS INVADED THEY TOOK OVER THE HUMANS AND THE GOVERNMENT AND RENAMED ALL THE CITIES? WHY IS IT A SURPRISE THAT IF THERE IS A CITY 17 THERE IS ALSO A CITY 14?


Of course the real reason for the numerical names is because Valve wanted a realistic city, but couldn't get away with using a real name.
 
I am sure there is a very good reason why they chose a number based system.
 
I dont know but I can only guess. the most logical reason of assinging a number to a city is for remembering in times of war. all those difficult european names can be a pain in the ass when you are reassigned to another location. immagine the extra writing in the paper work. assigning a number to it is much much easier.
 
maybe the aliens cant pronouce Walla walla washington, Kamloops, or Kuala Lampur...maybe they'd have to rip out their tongues just so they can pronounce it (if they have tongues) ...so maybe they thought to themselves "ripping out tongue=bad therefore we'll name it after numbers" :)
 
ok, heres the deal, City 17 and City 14 are REAL RUSSIAN CITIES (city 17 is just north of north korea, i dont know where city 14 is), the soviets would make military bases (city 17= old nuke sub base for soviets, hence the sunken sub on the gameplay video) and towns would spring up around them, but noone would bother to name them, so they became known by numbers...

Well, he's kinbd of right. only they were named after numbers cos they were secret. Shkotovo-17 (I think that's how you spell it) anyone?

Omg, one of the most retarded comments I've heard in a long time! Valve can use any name they like! City 17 is just a name developed from the storyline written by Marc Laidlow.
It ties in with the idea of there being numerous cities scattered around mainland europe, and whilst other cities are mentioned I am pretty sure we wont visit any in HL2 but who knows in an expansion pack. We certainly wont see all of them.

Oh, and yes the architecture of HL2 is based upon an eastern european city, but it doesn't mean that such a place exists. It won't be a detailed recreation!
