I believe what is behind the g man is what's inside the citadel.

The concept art is what this level is and it was explained in a magazine as a goulag, or prison. At first I thought this might be a strange combine prison Gordon wakes up and finds himself in, but now I think differently. In the E3 2004 vids one of the NPCs at the trainstation stops and looks at the train schedules while saying something like, "They're always departing but never arriving... the (compartments?) are always full, but no one gets on."
