The Combine could be robots, when Gordon fired that flare gun at the Combine soldier in Tunnels, he ignited real fast as if he was full of fuel/gasoline.

I reckon the combine are biologially 'edited' people, like the space marines out of that tabletop game, but not to that extent. They remind me of a army from fallout 2

My theory is that they are aliens disguised in order to better control the city and/or world.
If you think about it, everything in the area they have invaded is designed specifically for humans (buildings, weapons, vehicles, etc.). The suits may be for the interface.

Also, it has been mentioned in several places that the combine acts as a communist-ish police force, keeping the citizens in check. Having people believe they are human would make the folks they are controlling more trusting, and easier to round up.

Of course, the more likely explanation is that they are humans who used the alien technology research from Black Mesa to establish an evil totalitarian regime.

Oh yeah, I was just playing op4, and the vest that Shepard wears makes the same HEV noises as Gordon's suit (Except for the computer voice.) The combines may be wearing similar tech.
