It looks like a fusion between human, ape and machine...

Well, there is very strong evidence that the combine soldiers are former humans that are changed into the combine as we see them.

You see the combine may probaly be just infected humans, by some odd biomechanical parasite sent out from that greenish worm thing, hence the gears and such in the head. as well as the deformities.
