console "restart" doesn't work

For some reason, after install a fresh copy of Steam (on top of a fresh copy of windows, "restart" doesn't work when I test my map. Is there some limitation on this command I'm not aware of? Odd, because it worked fine for me before.

ok, anyone have the "restart" command work for them? it's extremely useful if you haven't tried it. Takes much less time for the map to reload compared to typing "map name" again

I have tried it and it doesn't work with Hl2 for me

weird, because it worked before I did a total system reinstall

I think I need to load the game with "sv_cheats 1". How do I do that, and where
