Convert PAL DVD to NTSC

Hey, is it possible to convert a PAL dvd to NTSC, including menus, chapters etc? I need to do this, as I have some movies in PAL I cant watch (accept on computer). So i need to convert and reburn them in NTSC. Anyone know any good programs to do this with?

Well the only way I could see is you rip the DVD to NTCS and then burn it, but that's technically illegal and if you ripped it you would have the movie but not the menu and probably not special features or anything (at least I don't think you can do that).

I've tried to do it vise versa without success. I think you need a few programs to convert it 'cause PAL runs t a different refresh rate, 50hz as opposed to NTSC's 60hz. So I don't think it's just a matted of ipping the video, but you also have to somehow convert it, which is where I'm stuck.
