Yes.

Start up 'Source Dedicated Server' in your My Games list...

You'll need to make sure other people are able to connect to your computer by poking holes through NAT or any firewall(s) you have.

Edit: unless of course, you mean actually making your own server software? Thats possible too, but I don't think Valve would necessarily be happy with that, and it may even be in violation of the Steam Subscriber Agreeement.

OR you could just make a private one in the game and have your friends connect thru your IP

If your planning to be a fulltime server admin I suggest you get HLDS:S. It's alot more stable and runs with less CPU usage in console. Also check counter-server for some FAQ's so you don't end up running a server with pause enabled.
