Create Acount Failed. Steam Offline.

Does anyone have this problem?
I have been trying for days to register my account with steam so i can play hl2 but an error message telling me that steam is in offline mode arrives preventing me from joining steam
I've checked the steam website whose status is online and have no answers to my problem in their support section
I cannot log onto their support or foums as i have not registered ( see above)

Help!!!!!!!!!!!1

PS - In my efforts to DIY solve my problem i found that it is impossible to uninstall hl2 conventionally. I find that highly irregular. Has this been discussed before?

Are you using AOL? If so, upgrade to 9.0.
