CT / T won't spawn :(

I was making a cool scene in cs_italy, with one dead hostage, and another one getting shot by a terrorist with a shotgun.
Then I tried spawning a terrorist from the counterstrike ragdoll menu, and it WONT SPAWN!
Neither the CTs or Ts will spawn, only the hostages.
What's wrong with this, and how do I fix it?
I also tried other maps, but they will not spawn anywhere :?

Btw i know how to, DL hexed models of new ones or replace the ones in your folder with new ones.
