is the model of the zombie from half lfie 2 available to decompile and load up in xsi and then steal the animations?

Depends what you use the animations for. As far as I know, as long as you're using them in a Half Life 2 mod, and you're not making any money without their permission, you're okay - just like the fact you're allowed to use their textures, models, sound effects, and maps in mods.
