Over here in the states, the arm forces whether military or police can draw their weapon as precautions, but finger must be straight parallel with trigger and not inside and around the trigger to minimize accidental discharge, unless otherwise shoot on-sight and deadly force is allowed like at military facilities and correction centers, then trigger-finger must be on the trigger and ready to fire at will if orders not complied.
A place like Area 51, a top Secret maximum security government place, an intruder will not have the luxury of a warning, all you get is a faded out sign that's warning you, if you enter, you will be shot on sight and your body will become the property of U.S. government and your family will be charged the price of the bullet. (I added the last part but they will inter you at their unmarked local cemetery and deny ever seeing you there)
