I think the Advisors are said to be THE Combine. If that were the case I think they've been modified. But don't completely take my word for it.

They were modified by evolution. They became entirely dependant on the technology they created and so any physical attributes were evolutionarily pointless. They evolved into these massive slugs with large intellect. I can't be bothered to find my copy of Raising the Bar to find the exact quote, but that's the jist.

Also I have never seen that image before and I doubt that it's official.

If it really is the "larval" stage, they could've been at that part of Episode 2 where you and Alyx are in that shed with the baby advisor? Not at the end of the game, but somewhere in the middle. I can't remember what they looked like or exactly how that scene went, but that might be a good place to look.

It's Ted Backman's signature, not a three. He's an artist at Valve. The image was found on his Facebook page. It's a concept art for the baby advisor in barn in Episode Two. It was never used in the game.
