NO HARRY THEY HAVE NOT

I have that happening when I drive past them sometimes. Usually when I'm in a bad mood but a laser pointer can actually set them to turn off. I used to do this on Halloween with some friends. We shut the entire street down and some people called the cops because they thought something sinister was happening. What you do is aim for the top silver part and it acts like its light outside, so it turns them off. Real simple and easy trick

A lot of street lights use light sensors to tell when they should go on. So headlights that aren't aligned properly and are aiming more upwards than they should be can mess with the sensors. Also, if the road is on hills and such. If you're walking then its probably just someone elses car doing it.

It happened to me a lot before I had my headlights realigned.

Is this the most random thread ever?! O.O

What that old guy said.

nah i was just walking home from school one night, and nothing no sound or anything around and this street light turns off, im like wtf staring at then i walk off into the distance and its back on, so i start to run

The lights cycle on and off when they're about to burn out. It's just coincidence that you're walking or driving by them.
