In other words, is there finite bullet velocity, or is it instantaneous hits like it's predecessor?

Instantaneous, but the engine can do real bullet physics. The Specialists, for example, does this due to the bullet time feature in the game. More than once I've dueled another player in that game and managed to kill him and myself at the same time, because we pulled the trigger within a few milliseconds of each other. It's really quite interesting to see.

A shame? It's not like it would make any real difference... Sure, bullet drop off and wind factors would make sniping a more realistic challenge, but considering the extremely small ranges people are firing at each other from, it's not really going to make any real difference.

Now if we were on maps that stretched out 1km in every direction and were sniping at each other from these distances, then yes getting anal about bullet physics would make a worthwhile difference...

cant wait for the specialists to come out on the source! just imagine the insane levels they will make. and how much more insane the gameplay will be!
