Blue Thunder (old helicopter cop show that came on in the eighties)
NYPD Blue
Cops
Seven Ups Look Here
Bullitt( though not in San Francisco)
Die Hard With A Vengence and Live Free and Die Hard
Law and Order (though I havent opened Algoquin Island Yet)
Judge Joe Brown( Listen to one of the talk radio stations)

Not including the previous GTA series game, just shows and movies. But you are right they had to get the ideas from some where.

On the 1up show the recently did a GTAIV round table and said there's a bit of 'The Wire' vibe running through the game, which would be no bad thing as The Wire is head and shoulders above any other TV cops show out there tbh.

Heat, The French Connection, The Black Donalys (a show about an diying Irish crime family that was on NBC for a very short time like 2 years ago I liked it) And other stuff I can't think of.
