No it is, i remember it clearly from pre-HL2 launch a long time ago. It's concept art as beerend said.No it looks in-game to me, but its aint in Half-Life 2 or episode 1 thats for sure
Okay, scratch my previous comment. The picture clearly shows the toaster that HL2 was beta-tested upon.OMG!!! its a gigantic, state-of-the-art, combine toaster! :naughty:
Lol, I bet that's not even Harry Potter fo' some reason...
Ever noticed how much more roundish Combine arcitutare was in the beginning of the game? The Citadel looked completely different!

The 'old' Citadel can be see at 34 seconds.
I prefer current, more plain-looking Combine architecture, as it reinforces their utilitarian machine-like personality. As I once mentioned in an old similar topic, the old Citadel looks like it's what humans would build if they were on the same technological level as the Combine.
You know, after writing that last sentence, I suddenly had an idea that the third HL story arc(The first was the Black Mesa incident, the second is the rebellion against the Combine) would involve humans establishing their own interdimensional nation. A bit more interesting than "they send a nuke to the Combine homeworld and everyone lives happily ever after".
Diluted, what is the Harry Potter character in your avatar saying?
Isnt that U2?
Here's the depot in-game:
