Well, when you kill someone while they have either equipped, they will drop it. Just go and pick it up. You shall then have both the stunstick and crowbar in your 1st weapon slot. Easy as that.

Them dropping the weapon is a bug, it's not supposed to happen (and 99% of the time, it doesn't).

Occasionally dead players also drop gravity guns, but you can't pick them up because you already have one. You can pick it up with your own grav gun, however. I'm not sure if you can throw it other people to kill them, but I doubt it - throwing other guns and ammo at people doesn't hurt them.
