Reluctant suicidal jumper tazered by police causing him to fall off bridge

http://www.kmiz.com/news/story.php?id=11879

video inside

Backlash from Friday's taser incident is sweeping through Mid-Missouri, with dozens of people pointing the finger at police.

We first showed you the dramatic video on KMIZ.com of Phillip McDuffey being tased, then falling off the walkway bridge over I-70 after threatening suicide. University hospital tells us he is still in critical condition.

I don't really see anything that warrants the removal of the tazer. Had he been hanging off the thing and been tazed, I would of been annoyed, but it seems like they tried to effectively get this man out of harms way and it all went wrong. The second tazer probably shouldnt of been fired since the suspect was running towards a position where he could fall. Had this man jumped there would be people furious at the police.

the bridge was 15ft ..at best he would have been filmed at the bottom saying "ow my ankle" instead of being in critical condition in hospital

Right, so someone wants to harmlessly harm themself without being harm to anyone else and the answer to this is to harm them?, not only by tazing them in the first place but by causing them to fall off the bridge they wanted to jump off of anyway?.

Mkay.

The police have a responsibility to get resolve the situation safely. Had he actually jumped and hurt himself, there would be some kind of outlash from the guys family...How about instead of banning tazers, we ban cops with stupid judgment. Maybe we shouldn't be giving officers defective equipment.

sure they have a responsibility to resolve the situation ..but do you really think tasing is the solution to someone who's emotionally distraught and standing on the edge of a bridge?

yes, if the guy is telling them he's going to kill himself and they can't talk him down. He wasn't in danger of falling when they shot the first taser.

you know before they had tasers they actually tried to talk people down from 15 bridges

now you're just being silly. They definitely talked to the guy, but im assuming he wasnt in the correct state of mind, which is usually "im going to use stairs because jumping from this height could cause serious pain and may even result in death."

What they should have done was pull a Mel Gibson from lethal weapon 1 and just handcuff themselves to him.

I havent seen the video ..and unless he jumped on his head the likelihood that he would have died from a 15ft fall is remote .."ow my ankle"

my brother in law just did a jumper clean up (works from Crime and trauma clean up company) ..the guy jumped from the 22nd floor and landed on his head ..now that guy was determined ..the guy in the video seems like he wasnt all that serious and was in emotional distress ..usually the best candidate to talk them out of jumping ...it seems to me that they just tased him because at that point he was a nuisiance and in no real danger of jumping ..in any event tazers are almost always used in circumstances where the victem is a danger to others/police not themselves

here's a case (same state) where a person jumped off an overpass from the height of 30 feet ..he sustained a broken back and foot ..from twice the height of the person in the OP ..incidentily the police tased him 19 times ..for falling off the overpass

and been like, you want to kill yourself sir? YEAH LETS ****IN DO IT. LETS JUMP. **** THIS SHIT, I HATE MY LIFE TOO. and the guy was scared, and no longer wanted to jump

lol I sort of remember that

When I heard that a taser was used to try and pursuade/force a man not to attempt to commit suicide, I was thinking, "wtf".

Tasers are the last thing I would think be used in this situation.

I swear to god, the taser companies hand out pamphlets for all the wild and wacky situations their tasers can be used in.

TBH making suicide illegal is ****ing dumb, punishing them for doing essentially nothing to anyone else just lol and jail will make them more determined, and if they succeed then they've basically escaped the law.

I dunno, its just so wrong all I can do is lol.

And then to taze them for it....hahaha...awww man.

American justice system FTW ey?.

suicide is illegal because it stops people from taking their own lives if they have terminal sickness ..because then that would be contrary to christian-judeo morality

Whoever gave the order to fire the second tazer should not be wearing a uniform, especially that of a police officer. I can see the logic in the first tazer shot but the second is overkill, the officer/s should be charged with attempted murder.

What would you have done if you could not talk this guy down? Id love to see a list of ideas that do not involve the police forcibly removing him from the scene. Id say negotiating for a few hours is a tremendous waste of resources when all they have to do is shock this guy and get him some help.

I don't really see the point of either of them , if he were to be subdued by a tazer theres only one possible outcome i.e he would fall off since he's standing on the ****ing EDGE, i mean he was holding the ****ing rail to balance himself. There really was no other way it could have gone down.

he would not of fallen off had the first taser been successful. They saw an opportunity to end the situation and did what they had to. Unfortunately, our tax dollars seemed to overlook non-lethal police instruments.

I would have sent up Mel Gibson to out-psycho him and of course having a giant inflatable bag at the bottom to catch them both.

i dont think the bag would even fit....i'd say a bean bag would of been enough

-net
-professional negotiator
-a harness of some sort ?

anything that does not involve shooting him down like some ****ing animal.

A net would work great, until the guy moves a few feet to the side, thus rendering the net futile. A professional negotiator in this situation is just pointless and a harness is almost laughable. "Excuse me, I know you want to kill yourself and everything but would you mind putting this harness on first, I promise it wont impede your ability to self terminate, we just prefer a better color combination based on the pants you have on.

Actually i was thinking that maybe the negotiator would talk him into getting it on so they could extract him safely , but clearly the obvious choice was to incapacitate him while he was clinging onto a fence.

edit: and what exactly is so pointless about a negotiator ? this is exactly what they're trained to do.

I asked earlier what methods you would use if he could NOT be talked down...keep in mind he is threatening to jump over a highway, where he could hurt other people. So again, do you push your luck and hope he comes to his senses or do you act.

The second taser was just stupid, I can agree with you there, but I don't disagree with the first one.

there is no point where they stop negotiating with someone who's suicidal ..well, at least up till the point they jump. Also police would have cordoned off the highway

there are plenty of situations where a takedown isnt possible/safe. officer safety comes first in these types of scenarios, putting police at risk by having them jump the suspect isnt a good idea ..however tasering the person putting them in a dangerous position isnt procedure either when they could have continued negotiating till theyexhaust him or he jumps, he wasnt posing a risk to anyone except himself. this is just another example on a long list of examples of gung-ho police officers

Reminds me of that one south park episode where the cops kill all those people to prevent them from committing suicide.

haha, gotta love south park...

not sure why, but i was reminded of the episode where all the pedophiles were tricked into walking into a building with chris hansen and they kill themselves.

Wasn't he over a highway?

they would have closed the road over the overpass ...a shacknews (where I found this story) poster said he was stuck in traffic because of this incident for over an hour. police wouldnt have people at risk by allowing motorists to drive under the scene
