I used to have the same problem, steam not being able to load library.dll. However I was fortunate enough to have a working version of steam on my laptop and I compressed all nessacary steam files into three organized .rar files and uploaded them onto rapidshare.com so I could get steam working on my pc. It worked perfectly. If you guys are still having this problem Id be more than happy to post the links to the downloads.

Could you put some .zip files as well? Not everyone has winrar. Thanks!

Does anyone know how to unblock ports and stuff on avast!? I've tried, but I failed.
 
Yeah I would really like some help as well. I've been trying to fix this problem for about 2 months and at 1 point even gave up. Now I am on a quest to once again use steam lol. Anyway, I've tried pretty much everything that I'm being told to do with no success. If someone can help me it would be greatly appreciated. By the way around the time this happen my AIM had an error message pop up as well if that means anything.
 
hey i just downloaded steam and ran across this i figured out the problem firewall has it blocked so all you have to do is add steam to exceptions. i did it and works great for me know

If it was my windows firewall, I would be getting a message, and besides, it's turned of :O apparently it's not actually. I think it's avast's firewall, but I can't turn it off. Does anyone know the process name of avast? Maybe I can end the program while I install steam...

I tried ending the process and It said I didn't have permission... Anyone know a different free antivirus program?

I got steam off another computer. Now it works fine but won't run because it can't access the internet. At least it's a proper steam window though. Yes I have Steam unblocked on the firewall, just not avast's.
 
Fix for this error!!!!!!

I had the same error, the problem is that something else on your network is trying to use that port, you have a conflict.... and steam cannot deal with it, so it explodes. And this IS the fix, id check your other PCs or your PCs for p2p apps like limewire or kazaa, etc. and make sure they are set for a port other than 27015, because if not..... wam, no steam for you!!!
Also youre going to have to log into your router, and make sure that 27015 is ONLY going to your pc running steam......NO DMZ MODES, they wont work.... or, try to find a way to change the port through steam to something else. I;ve never looked into it, dont know if you even can.

And id love to thank steam for not giving any support whatsoever to anyone who asks for it. I really won't ever buy anything from them again.

Ive tried to tell them all this too, they think they can download a magic file, but the shit is on the steam server, they have a conflict, or the port is not open, i had a conflict and my little brothers limewire was using 27015, i had no idea what to do because jackoff steam doesnt reply to any emails.



FIX FOR THIS PROBLEM

This issue occurs because steam is being blocked by a firewall and can't download the files it needs. In my case it was my new verizon modem/router. You need to disable the firewall or forward ports. It could be a software firewall too. In that case you need to add steam to the exceptions.

Ok I have it through my thick skull now, and I've found out my port 27015 is currently listening or whatever, but using TCPView I found out that steam was actually using the port 3253 for me. I can't see any info about that port when I use the "netstat -a" command in command prompt, so I don't think it's open or anything. I need to know either how to unblock the port or change the port steam is using, so if anyone can tell me this would solve all my problems.

*EDIT* Upon trying this again I found that steam uses different ports every time, and I don't know why. Someone please help this is getting rediculous
 
Hi there...

I also had this problem but i juz solved it... Actually.., the problem is about Firewall.. it could be possible ur window firewall or your antivirus firewall.. So if you think window firewall then check ur window firewall then allow the steam on it.. On the other hand., it would b antivirus firewall so go to antivirus firewall and turn it off or allow the program.. If you're using any free antivirus then i suggest juz uninstall it because it waste ur time i think...HOpe that u guys can slove it as well.. if anything about this problem then email me.. paing89@gmail.com...
