The sewing machine had fallen out the back of the UPS van during its journey down the hill (in reverse) as the driver had left the handbrake off somewhere further up the hill (out of picture). The guy took it for a trophy, hence why he has it in the photo. He was on his way to the high school prom when he witnessed the accident.

Notable points:

The leaves on the trees are green - It is summer.
The sun is setting - the shadows are long and the sunlight is orangey.
I estimate the time to be between 7 and 8 in the evening.
There are no tyre marks on the road/path to the left, which would suggest the van rolled backwards in a straight line, at the angle it's currently facing.
The UPS guy isn't in handcuffs, so i'm guessing it was a mechanical failure on the part of the UPS van.
The guy in the tux is smiling, so i'm guessing he's gay (gay people like to make dresses with sewing machines).

If it were a gift, it would be boxed. If it were for a wedding reception, it wouldn't be so late in the evening (unless he were the groom, and had already received the gift) but there's no ring on his finger.

Also, you can't just "misjudge" that distance, even if you're completely blind or batshit insane. He looks old enough to be experienced anyway.

The kid in the Tuxedo was being driven to the prom by his dad, the delivery guy talking with the police. The kid's date had mentioned a disastrous tearing of her prom gown, so gallant boyfriend brought along his mom's sewing machine to fix it up good as new.

Losing track of where they were, the delivery dad made a wrong turn into a quarry and attempted to scale the 50 degree vertical incline.

So contrary to popular belief, the truck hadn't fallen down the hill, he was merely trying to drive up when he got stuck.

The cops simply came outside to see what the hell was going on, because off to the left of the picture is the parking lot to a police station.
