It isnt possible to use skins of any kind in the 1.6 beta, it will be possible when the final release is out but not right now.
Login_Here is correct, and it really sucks. I want my custom skins so bad 
My models folder alone for 1.5 is like 88mb. A standard install is like 15, lol. Not a big difference, but it KILLS loadtimes on even big machines.

You dont have to wait much longer, i think they will have released the final version of steam before they release HL2 and CS:CZ.
