I've always considered that it would be easy to go as:
Mario or Luigi:
Costume: Pair of overalls, Red/Green T-Shirt, Red/Green Cap. Put a little Red "M" or Green "L" on the cap.
Actions: Try to force yourself into plumbing. Make Mario pipe noise if you succeed. Ask a suspicous man if he has any Mushrooms and insist that they'll make you bigger.
Speech: Shout cliched Italian phrases at random people. Mamma Mia! Dearo Mio! Shut uppa Your Face! Also, if anyone asks you to do something that takes time and effort, tell them that you'll look for a warp-zone in the hope of making it easier.
The G-Man:
Costume: Suit and err... Briefcase. All that's to it.
Actions: Appear only at an inaccessable distance. Frequently adjust tie.
Speech: If approached, talk with fragmented speech an refer to the person by their title and surname. Use the words "liberty" and "time" a lot in riddle-esque speech and offer impressionable drunkards employment.
Trouble is with the G-Man, is that few people would understand what your came as.
And another simple costume I've thought about doing: noh face!. People would get that you've actually come as something... though few would get what
