When people realise there are plenty of other great places to download files, like Fileplanet, Gameshell, Filefront, HL2 Files, WorthPlaying, etc.

It's pretty much there for when the site has money to purchase/rent a file server. We couldn't ask Valve or Limelight for one, as they do enough for us already.

The Google Ads wouldn't cover the costs of the bandwidth necessary and text ads are a bad idea.

It may never happen, but like vegeta says, there's plenty of other sources
