Is there a way to physically take pictures, and make them digital files on your computer as if they were a digital picture? If not, whats the closest I can get to something like that?

Yes. It is called scanning. :)

Or if you still have the negatives, take those to lets just say Walgreens, and they can put them on CD.

i dont have a scanner!! :(
and dont scanners decrease the quality of whatever ur scanning?

Your next best bet is to try drawing the pictures in paint, and then save them as a BMP.

Scanners can scan at a very high resolution you know.

What you are basically thinking of is impossible, photographs aren't some magical piece of paper that you can plug in to your computer or something :p It's just a piece of paper with color on it, the only way to get it on a computer is to scan it.

Not unless he still has the negatives.

Yes, but even still, the negatives are scanned at the store or wherever :p Albeit a higher quality scanner probably.

Exactly. The pics still come out at the normal 6x4 or 4x6 picture quality.. Just on CDs.
