Right at the start I exit into the street where the blue laser is firing and does me a lot of damage, I have looked at a walkthrough and quite simply the solution was take out the sniper with a well aimed rocket.
Well, I have arrived at this level with nil rockets! - I've tried and tried to get closer and do some damage with the crossbow, but no deal - any one got any ideas. I can usually sus out eventually what to do when I am stuck, but apart from cheating and conjuring up some rockets. I'm at a loss.

Use cover, get in close, and use those grenades.

I've gotten all those snipers with hand grenades in one hit. SMG1 Grenades work too.

The best option may be to ignore trying to take the snipers out just yet. The is an ammo box ahead for replenishing rockets. You need to get down the road and round the corner to the right, ducking behind cover and sprinting. Once round the corner you can enter the building that's now on your left. You will need to make your way up to the first floor, where you can find an ammo box and plenty of windows to shoot out through.

Um, I think you're remembering it a bit wrong. The ammo box is for grenades, loads of which you can find on the floor leading up to the first sniper window anyway, not for rockets.

I always took out the snipers before entering that building, simply because it allowed me to save some NPCs and bring them with me into the next section.

Thnaks for responding - looks like I have a spot of hoofing to do. When I have tried to get close before (to use the crossbow) I have taken a lot of damage, seems like the bleeding sniper is some kind of supershot, well, I suppose he should be to be a sniper!
