That quote sounds to me like someone's just saying its the next episode in the HL franchise. ie. the next stage/ step/ development. I don't think you can take too much from it and go saying it's only going to be a couple hours long. I HOPE it'll be long (it almost certainly won't be OP4 length) but the reality is nobody knows.
 
it should be good because they just got done makeing hl2 they know how to use it now HAHA
