Yes, I used it for quite a while before I got Photoshop. It's called "the GIMP" and you can download the installers from here.
It can do many of the things that Photoshop does... not all of them, but it's free so don't complain! It started off as a Linux program and was later converted to Windows.
I'm just posting this because I keep hearing people either complain about the price of Photoshop or hint that they got it illegally. Now you don't have to do either. Maybe it will get more people interested in digital art... and possibly bring some more action in this section of the forum.
