Free VCD encoder

I'm looking for something free that can encode VCD's. It doesn't need to have anything fancy like menus, just change an AVI(or various other formats) to a VCD.
 
TMPEG will do that. You can download it for free, and you get like a 30 day free trial for SVCD and DVD encoding, but the VCD is free and you can use it as long as you want, and it's a very good program.

Yeah the Plus version is the one that has the free trial I guess, but that MPEG-2 encoding is nice, and just to add a tip VBR offers much better quality, I used to always do CBR and whenever there was a decent amount of motion in the movie everything would get a blocky, then I used VBR one day and the movie looked like a store-bought DVD. Although in VCD's you can only use CBR, but I think it's okay in VCD's.
