You hear some spooky music (radio1.mp3) and then through a doorway, on top of some rubble there he is.
I don't think I've described that very well, but I've forgotten exactly what the level is like.

Ok here it is:
Go the beginning of anti-citizen one (where you're getting out out of the elevator and dog jumps down after. Walk outside. The "scripted sequence" occurs when Dog kills all those dudes. He'll then open up the combine barricade to let you through. Another "scripted sequence" when he jumps onto the drop ship and it flies away. Go into the side of the house (its the only place to go). Walk through the rubble and then a little shake explosion happens and a box comes flying down the stairs. Look into the hallway across from the steps and real quick you can see a tv with the gman on it. It dissappears almost immediately.
To see him in no clip:
Turn noclip on and just go straight down from the tv. The map will get all screwy. You're aiming for a little purple area below. Keep going down to it and thats where it is.

You also see him on a tv set on Route Kanal I believe it is when you jump down into the train car where a vortigaun and human are hiding out to protect the railroad. The vortigaun shuts off the tv as you go up to them. ARGGG WHATS GOING ON!!?!?
Has anyone seen him actually in person and not on a tv set in the game yet? I've seen him twice. Both on Water Hazard. OH and when you get to that building where the Combine are spying on the Odessa camp there on the highway you look through the binoculars and he is there in the building talking to someone. As the camera moves by (on its own) they go out of site and when the camera turns back they are gone.
