C'mon guys, the comparison isn't that bad.

The hair cuts are nearly the same.
The forhead is the same size for both.
The shape of the head is the same.
The shapes of the nose and chin are almost identical.
The eyebrows on the younger G-Man (and I guess the hair) is just a little lighter and thinner.
The ears are the same size and shape.
The only major difference is in the eyes (no mascera-type black or baggines under the eyes for younger G-Man).

I bet if someone were to photoshop the differences in, you'd see how close the two are.
