I honestly never had a problem with ammo. By the end of the game I had thousands of rounds for each gun except for the shotgun and .44 magnum. Most was just picked up from dead humans. I had a ton of missiles too, around 70 I believe. Make sure you do side quests and explore. There are numerous armories located throughout the world.
