I can't speak for everyone, but my motivation to play will be to experience the story and the game. If the story ends with Niko having just one house and a car, I say that's a damn good thing, because I'd hate for GTA4 to give me the same outcome as San Andreas and Vice City.
Besides, I think that what you're saying is what the developers were trying to outline for us. Perhaps compared to VC or SA, Niko will have "better rags", but compared to his wealth at the beginning of GTA4 he'll end up a low-to-middle-class American.
What's the motivation to play the game if you know you won't get anywhere, just get a better tracksuit? A rags-to-normal-citizen path would be more fitting.
Well based on information given, you have to put money in a bank (which I'm assuming the safety deposit box of the special edition is hinting at). And dying with your money on you can cause you to lose it. The story's supposed to be a rags to better rags tale because who the hell's gonna keep being a criminal when you're rich and own many businesses? You can go legit after that. It's also supposed to show how committing crime is harder in this day and age. And of course, the stranger in a strange land theme with Niko being an immigrant.
The story and characters are what really got me excited for this. Niko seems completely bad ass, not sociopathic like Tommy and not a complaining bitch like CJ. He seems...well real. The new physics help with that too in the way he walks.
If it's possible to go legit, I'm in, totally.

But in SA ammunitions are oh so far away.I did that in GTA3, then stopped in VC. It makes a big difference, loading after every death/bust really takes a LOT of fun out of the game. Trust me, the game is set up so that you probably won't ever have a hard time buying your guns back, just do that and keep all your stats/missions/packagers/etc.

It would be, "white collar" crimes and "drug lord" caliber crimes. Think about it, none of that money past GTA characters earned was legit anyways. It was almost all blood money. The feds, mafioso, cartels would all constantly be after Niko. I doubt that's how it's gonna be in GTA IV, but that's the impression I was left with after becoming a millionaire "crime boss" in other GTA's. Rags-to-middle class is lame. I'd rather Niko claw his way to the top of the underworld.Yeah, but why would you want to go legit in this game? That would be game over. No more crimes to commit, what will you do? Committing crimes is what this game is all about.
Rags-to-better-rags is going to make GTA IV a fresher experience. I'm glad that's the direction Rockstar have taken.
