Remus. Paintings are getting better, but you need to consider foreground and background a bit more. The values in the distance are the same strength if not stronger than the values the foreground figure (the big bright red lights are particular distracting). The focus should be on the figure principally and the background should be more subdued.

Finally some constructive criticism. Although in this case kadayi I'll have to disagree. I intended it to have two centers of interest, the face of the character, and the bright city lights to the right. If I wanted to make character the sole focus of the composition I would've placed the character more to the center, and indeed dimmed the colors in the background more. As it is, I still think the character stands out enough through it's clarity, compared to the blurry/low detail background.

In short no, never do that.

Also if the intention is to have two points of interest the the character should be in sharp focus and the background should be really hazy, but with some proportional bright points of light to draw the eye. As it is you've crisp lines at the back that pull the parts of the background forward (the distant windowed building adjacent to the tower for example). Also establish your perspective point and ensure that any parallel lines (as in the left side windows) converge as well as the verticals diminish in width and in sequence. Similarly with the tower the light lines are at angles which instantly break any sense of depth (a painting is all about fooling they eye to create the illusion of distance) Instead use a soft brush, but ensure that the stroke are parallel to each other.

This guy Feng Zhu is one of the best CA going, albeit he is pimping his design school principally, there are some good tutorials and important 'do's and don'ts' worth watching/subscribing to if you are serious about CA.
