If it is just the key to decrypt the files it will be extremely small. Like by the time steam opens it would have already downloaded it.

The key to unencrypt the files is already written into Steam. To authenticate, it just needs 'permission' from valve servers.

Oh, and of course we'll get the dlls tomorrow. We already have the exe's to play counter-strike and stuff.
