Half Life 2 files required?

Hey all ...

Okay, I plan to start messing around with the SDK once I have time.
Question is, do I need the Half Life 2 game files themselves (maps, models, etc)? Or are they ideally there just to use as some sort of "reference"?

Plus, I hope this is the right section ^^

uhh... how can you make content for HL2 when you do not have the textures, models, skins, sounds, etc etc?
