If you look at the other engines, they are all for games that have been developed already. Secondly, it's referring to the HL2 engine, so it doesn't really matter whether it is two or three. It's simply saying that Source is a part of the XNA roadmap, which will be implemented in such things as the xbox360 and Windows Vista.
2. Half-Life 3 is already in production
Though Valve may not be working their arse off about it, you can be sure that they have a few devs working on preliminary material such as Source updates and concepts. Seeing as how it's taken them a year to get Aftermath, Lost Coast, HL2DM, DOD:S and CS:S updates, the production time should not be too long.
