Half Life Test Area.

I have a question about some youtube videos i have watched. In these movies I've noticed that they are all mostly in an closed off area, which looks like a testing area. How can i access that? Do i have to download it, or is it like Morrowind where you type in a code and it takes you there. I have a link to a video that shows the area and i was just wondering how i could get to it. Any help would be appreciated. Thanks

That's from Garry's Mod. It's a sandbox game, using the Half-Life 2 physics engine. You can buy it on Steam.
