Help: Do you remember the name of this game?

There is a game I played many years ago. I thought it was fun, but I could no longer find it. And I have absolutely no recognition of the title of the game or any crucial names that can help me in google.

The game was released before 2000s. I played it on PC, probably windows 98. The cover of the game has a vehicle driver wearing a pair of sunglasses and a helmet with some hand free communication device. (If I didn't mix up with other games)

More importantly, the gameplay is like this:
Single player shooter, the player was a futuristic armored land vehicle. The player was in an over the top point of view; not a hundred percent top view, but with a inclined angle like that in age of empire. Therefore, it had some 3D feeling, but I can't recall if it was truly 3D.

The player had a lot of weapons. A first it begins with machine guns, with a lot of bullets that won't be used up. Later, the player could pack up missile rounds. A type of missile is weak and a type is strong. Then player can pack up grenade(mortar) rounds, landmines and even laser cannon in the later part of the game. The enemy were consisted of some other futuristic vehicles. For example, armored cyber cars which shoot machine guns, named cop or police. Jeeps that shoot rockets. Helicopters and bipod walkers that shoot laser cannon. There were also four legged walkers, grenade turrets, missile turrets, etc.

The first few levels were in an enemy's base in a desert. Then the level went into cities, lava cities, or even inside a computer (i.e. with lots of computer chips fans around as decoration). The player could not save anywhere. Save was done when a level was over, or when player found a save spot. The player had to pay money in order to activate the save point (a cube-like machine that rotates). Money was gained by killing enemies. The player could pick up items, from weapons to a "question mark", which gives you special effects such as drunkenness or invulnerability. The aim was too pack up a floppy-like keycard, which could open a locked door to advance to next level. Not much story is involved. It was probably modified from an arcade game.

I'd say 'rock and roll racing' but you clearly specified that it was a PC game.
