Help.. extreme internet slow down

hi

i noticed some internet connection slowdown since the beginning of the month. i searched for any adware/spyware but couldnt find any. ive done lots of bandwidth tests and never got over 1Mbps which is pretty weird since my connection is supposed to be 1.5Mbps. i know 0.5Mps isnt that much but it is in Australia. anyways when i looked in the Networking section of Windows Task Manager the link speed was labeled as 1Mps which is also weird becuase my modem supports upto 8Mbps. can some intelligent people tell me why this is happening to me? is there a way to increase that link speed or fix this connection slowdown?

i forgot to add, my internet is unlimited download. although after 20gig of download it caps down to 64Kbps, i havent reached the limit so any kind of slowdown shouldnt happen at this stage
